Patgram Upazila Health Complex is affected by serious diseases. Allotment money is missing?

Patgram Upazila Health Complex of Lalmonirhat itself has become sick. In the name of cleanliness, lakhs of rupees have been withdrawn through bill vouchers, but there is no sign of cleanliness here. The hospital complex is covered with dirt and uncleanliness on the floor, walls, grills, stairs, inside and outside. Outside the building, the water and dirt drains are standing in the drains around the walls, but the hospital authorities are not paying any attention to it. In the last financial year 2023-2024, about 9.5 lakh rupees have been withdrawn only for cleanliness. And about 66 thousand taka has been withdrawn for the purchase of goods.

 

The investigation revealed that eight lakh ninety five thousand 920 taka was withdrawn for cleanliness through eight bill vouchers in the last financial year. Fifty nine thousand 950 taka have been withdrawn in two sub centers. The cost of purchasing the items required for cleaning is Rs. 3,900. The victims complained that even a healthy person would fall ill in the dirty environment of the hospital, even though the money was spent on cleanliness and the purchase of its products in the last one year. It is known that about four to five hundred patients come to that hospital every day to get indoor and outdoor medical services. These patients include women, children, teenagers and elderly people. A significant portion of these are children’s colds and coughs, pneumonia, diarrhoea, fights, coughs and asthma in the elderly, and women’s puerperal problems. But the unsanitary, unhygienic and dirty environment of the hospital is making the patients more sick. The government spends lakhs of rupees every year on keeping the building clean apart from allocating medicines to a hospital to ensure medical care for the common man. But instead of spending these funds allocated by the government, they are embezzling through fake bill vouchers. According to the related sources, apart from cleanliness, they are allocating lakhs of rupees to various sectors including building paint varnish, repairing, furniture purchase, oxygen, generator oil consumption. By working in the name of money, they are pocketing all the money through fake bill vouchers.

In Patgram Upazila, the much-discussed Dahgram-Angarpota 20-bed hospital has been accused of embezzlement of half a million taka in the name of buying medicine and furniture.

According to information sources, in the last fiscal year 2021-22, about half a million taka was allocated for the purchase of medicine and furniture in Patgram Upazila Dahgram-Angarpota 20-bed hospital. Which is supposed to be purchased through the contracting organization. It has been reported that the hospital authorities have embezzled government allocations through treasury challans in several rounds using the names of contractors.

It is known from the information sources that in the last financial year, more than half a crore was allocated by the government for the purchase of medicine and furniture in Dahgram-Angarpota Hospital, but the medicine was purchased with a nominal amount, but the upazila health complex officer Dr. Saiful Islam has been accused of embezzling the entire amount by preparing fake bill vouchers. . According to the calculations received for the last financial year, on 13/6/22, 19 lakh 87 thousand 6 hundred 10 taka was withdrawn in bill vouchers for the purchase of MS and medical supplies produced by EDCL for the financial year 2021-22 in Dahgram-Angarpota Hospital, in the same month 12/6 15 lakh 6 thousand 292 taka was withdrawn by bill voucher on 22/28, 7 lakh 98 thousand taka was withdrawn by check from bank on 28/6/22 from Haji Traders outside EDCL MSR Group- No. ‘A’. 6 thousand 2 hundred 30 taka, 4 lakh 17 thousand 9 hundred 87 taka was withdrawn for purchase of furniture on 28/6/22. 4 lakh 17 thousand 987 taka was withdrawn in bill voucher for purchase of furniture from Majumdar Traders on 26/6/22. Health and Family Planning Officer of Patgram Upazila Hospital Dr. Raihan Ali said that all the work of the hospital is done through the contractor, we have no hand here. When asked about cleanliness, he said, “Let’s see where it is unclean.” Later, when he was shown the cleaning site, he made no further comment.
